Looks like each racer has to walk in a circle, counter-clockwise, around top of Space Needle. Six people seen doing it. No picking up flags along the way or anything that I could see. Teams seem back to back to back.

Pretty sure the helicopter has to do with us, it's been flying around for the past 20 minutes and is occasionally stood still in the same spot for a few minutes at a time while facing the tower while people are on the roof.
