Here is info I got via private conversation on twitter.
Afghanimals are safe after this leg and there is a high possibility they finished the leg first.

Here is part of the conversation where he gave me that info:

He: I saw a team. I dont know who they are. 2 guys.
Me: There are 3 teams of two guys. Can you describe them a bit. (Father-son) (2 tall black guys) (2 guys with beards)
He: The guys with beards!!!!! Yes hahahaha I think that they won the race today, but I am not 100% sure. Hope my info helped you

Is that really a local race or not?

Based on some other private info there is a good chance this Paris sighting is TAR 24. Heads up for more sightings.
