I scanned the coast and saw what I thought were jetties for oil tankers.

The curious thing about all this is the time frame. It certainly looks like the three teams are bunched up and are running toward the building which looks like it is behind the pier or whatever. Uchenna and Joyce are in the same clothes we see them in later in Puerto Rico Airport. She is wearing the same white sleeveless shirt that she is wearing running with the other teams and after Uchenna emerges from the water onto the rocks. The teams may be able to jump off without killing themselves but that looks like a mightly long swim to shore afterwards. But usually we only see teams bunching up at the beginning of the day, but as Chateau points out this looks like it is late in the day.
Sad to say the GMan has to sign off now. The Chicago Symphony unkindly scheduled their season ending concert at the Kenndey Center for tonight and the the other half of this household says no way will she miss the Mozart Piano Concerto and Mahler's Ninth Symphony. So its off for some high-brow culture and the old VCR better work tonight! Sould be a great show and it will be interesting to see how right or wrong all our deductions will be. Enjoy.

Congratulations, Chateau. You were the only detective I read on the web that thought this. Your final guess was on the wrong coast, but still a great effort nonetheless.
