Some more pieces of the puzzle, thanks to the helicopter:

An hour later, however, it takes off again, and makes its way to the Kenmore Air Seaplane Base up in Kenmore. It circled there for around 10 minutes or so, between 9:35 and 9:45 approx. before landing again.

Looks like it first flies down from Arlington Municipal (where it eventually ends up that night) and down to the Kenmore Air Seaplane Base. Then, it flies south to the University of Washington's campus and circles around
the Huskies' football stadium (finish line, anyone???). Then, it flies up Fremont Cut, up the shore to Golden Gardens Park, then down the coast past West Point Lighthouse. It then heads towards downtown, over the professional stadiums, then circles around the Space Needle a time or two. It then circles Lake Union, before heading down the west coast of Lake Washington, before heading down Duwamish Waterway to SeaTac.
So, unaccounted places that seem to have been of importance to the helicopter: Kenmore Air Base (specifically in the second half of the 9pm hour) and UW's Huskies' football stadium.
