Could it be a tandem jump?
Can't think of anything else except jumprope lol or the strapped to the windmill TAR did once before

I was thinking jump rope as well, though it doesn't seem to be particularly a part of Dutch culture. I did a search on the term Double Dutch and it also brought up some language games rather like Pig Latin, though once again it doesn't seem like a Dutch cultural practice. More American than anything else.

I might have mentioned this earlier, but most or all the Rotterdam area locations could be reached via public transportation (i.e. Light Rail).
From Rotterdam Centraal station they could ge to Den Haag with the RET E-line light rail. Similarly, to get to the Schiedam windmills they could take the RET D-line to RET A or B-line light rail. Amsterdam is way too far away, IMHO. But this is all just speculation till the episode airs.

Oh God! Please! We really need a method of transportation that is not a taxi.

Euromast in Rotterdam could be visited tbh, especially with that description of a jumprope and everything.

--- Quote ---Currently in its 27th season, the U.S. version of The Amazing Race heads
from France to the Netherlands in Friday’s episode, where two-wheeled
transportation is likely to factor into a challenge.
“We’re going to
Rotterdam, an absolutely spectacular city,” said Keoghan. “It’s a country that
is very advanced, they love technology, they love bicycles of course – any
excuse to get a bicycle in the show is good with me, so you might see some
pedalling – but it’s also one of the busiest harbours in the world.”
