The order in which the mixed teams arrived to the Pit Stop was pretty clear and is even written in the page, to which I linked you.
The original teams' placements for that leg are reflected in the table (two tied for 1st, two for 3rd, and two for 5th). So I would use these ones, but do as you wish.
An even better solution, I think, is to try it three ways once the season ends and see how much the averages actually fluctuate. But that can easily be done once the race ends, as I've said. One way would be to exclude leg 7 completely, another to count the average placement like you proposed, and the third way is the one used on the wiki.

I plan to rewatch the portion of the episode first.
Second, I don't discount or ignore results of a leg, even at KOR points, and past seasons where there have been KOR points will show that.
While in the earlier seasons of the Race, there were ties at the end of a leg, once they had a massive (six-way, IIRC) tie when prizes were awarded, the show prohibited ties. So I'm trying to figure out a fair way to deal with the seeming contradiction in placements at the KOR point, since that marked the end of one leg and the beginning of another.

I have rewatched the episode, particularly the order of putting up the tents which apparently was used on only to decide which teams would pick first for the partner swap, but may have been also used as the time breaker at the check-in.
(This is shown in a comment Kristi/Jen made on screen in leaving by vehicle with Cody/Jess after the KOR clue, about being the 5th and 6th place teams, and by Phil seemingly addressing Kristi/Jen as the sixth place team at the check-in for the leg.)

Because the use of the team completion order not only to pick for the partner swap but as a possible tie breaker for the check-ins would make sense as using that for both puts some real importance to the task, and is consistent with Phil's comments and Team Extreme comments at and after the KOR clue was handed out. But it is still ambiguous.
So we have three sets of numbers to choose from. The average within each team arriving at the check in point, the KOR release order with no tiebreaker, and the release order using the tent task order as a tiebreaker. At the moment, I am tending towards the last of those three numbers because it is consistent with the KOR release order, avoids ties at the end of a leg, which is a longstanding rule, and seemingly takes into account the statements made on camera that imply there was a sixth place team.

For now, based on first hand information from Jen, I am going to use the averaged order of arrival of team members as the placement for leg 7.

Leg 7 featured the first ever “partner swap” where a pair of teams switched partners for the leg and were checked in once both teammates had reached the check in point. Leg 7 was also a KOR leg. Because the only information given on air was the arrival order of the swapped pairs, the team placement for leg 7 is the average of each team members arrival order as a swapped pair. No actual placement order for each team was announced.
