I'd say judge. They try to keep bystanders away wherever they can, and that location is way too isolated to have members of the public allowed in.
Scratch that, theres a bunch of people sitting up on the ledge.
Prophet:
Judge does seem more plausible, Clutch (??). You can see that the person is of dark skin color, and is definitely not Herb or Nate.
