In response to someone asking if it was TARA, they posted:

I tried google translating the last phrase (apparently Malaysian) and got "bleh hold THEY all ni .." which doesn't mean much to me.
I found a web site (http://www.mysabah.com/sapi/) that described Sapi Island this way:
"Sapi Island is just a 15-minute boat ride away from Kota Kinabalu. It is famous for its calm crystal clear water, which is an excellent choice for snorkelling and diving."
From the pictures, it looks like it would be a good place to dive for a flag or perhaps dig for one on the beach.
