Thanks to Slowhatch, I think it is a code book in Cord's pocket. It seems that a TAR clue is too big to fit into a front pocket like that.

Wow, I must say it sucks for Joe and Heidi to go out this way. Having been such a strong team for the past few legs and ultimately falling victims to a U-turn. And I must say, that morse code Detour was no easy task was it. I don't know, but I feel that Mike and Louie need not have U-turned them. They were in such good position, they could have saved it for future legs. Oh well.
