I doubt it. If they could care less about the location, then maybe. But the spy Roadblock doesn't stick out to me that well. Racers saying "The sky is blue" to random people though... :funny:

They have to find a guy in Arab dress with the same suitcase?

I'm pretty sure Mika and Canaan are smart racers and Mika won't opt to do a "water" Roadblock if she's afriad of the waters.
And as puddin said, it's described as a task, we can't assume it's a Roadblock.

besides, in the promo both Gary & Matt are wet. It may be part of the Detour though...
