That info is not foolproof by any means. The person could have been with the Blondes, then gone on to help with something else in Dubrovnik and then not been needed after that. Plus this is info heard at a remove (as in it was told to me not heard directly by me) so there is always room for misquoting.
But take it with a grain of salt and throw it in the mix is all!
I do think the way they frame that comment is suggestive of a TBC...and the sourced photos have been right on before...BUT!

Do the racers really go to Split? If they go from Dubrovnik to Florence, then I think it works out. Dubrovnik ends w 6 TBC, Florence ends w 5, India ends w 4, Osaka ends w 3, and Taiwan ends w 3 TBC.
Another thought is that one of the "episodes" is two hours. CBS.com counted the Polish extravaganza as 1 episode (and, I think, 1 leg) so maybe that would be a way for CBS to get around the "two fewer legs" comment. In this case, Osaka to Taiwan could be hour one with a TBC and Taiwan to Girdwood could be hour two, much like the finales of yore. Granted, it would be really obvious to the viewers, but whatever.
And from our pictures, would the order be:
