I think this is it: the Monument aux Morts on Lac Anosy in Antananarivo. I didn't have any luck with "black angel" but made progress with "ange noir."

I think James and Tyler are first to the Intersection. In the preview, you see the Backpack all having to deal with deciding who will work with the BQs but not Tyler and James. My theory is that the marker for the team that another team has to work with is in a random clue, the BQs pick it, the Backpack come up behind them and one of those teams has to work with them.
