And given that they are reportedly replacement legs for the Philippines, which suffered a massive natural disaster from the super Typhoon before filming of this season started, it is almost ironic.

1.) What if a team that won the 2 express passes prize used both of them? What penalty would they get?2.) What if the camera crew is late? Let's say a team is suppose to depart at 3:55 AM, but no camera crew is present, maybe because they overslept.

I'm pretty certain the team would be penalized for violation the rules on the express pass in addition to the penalty for not completing whatever task they skipped. Probably the 30 minute minimum plus the incomplete task penalty would be my guess. Late camera crew is far less likely since the crews usually don't sleep where the teams do, and can film the teams at the pit stop hotel location (which has happened more than once). Since camera crews are rotated every leg (known to be true in the early seasons, and no reason to think that has been changed) the odds of a camera crew oversleeping a team departure is unlikely (and a location crew films the pit stop departure in addition to the film crew that follows that team that leg.)
You should note that in cases of EXTREME weather conditions, either hot or cold, the production might choose to (but does not obligate itself to) provide you with additional clothing or protection from the elements. Put simply: you may face very hot and/or very cold weather conditions and will have to rely only on what you yourself have packed.
In a leg with 2 roadblocks, in which the 2nd must be performed by the team member who sat out on the 1st, if a team disregarded this not rule/note intentionally, what penalty would they get? 30min, 4h, or others?
Does anyone know why Gary and Mallory were penalized for having maps in TAR18 Leg 8? Many teams have used maps to drive, and they weren't given a penalty.

^ Gary & Mallory incurred a 30-minute penalty for possessing and using maps, which was explicitly prohibited in the clue. Already in last place, they were eliminated without the penalty being applied.
