Title: How to make Amazing Race race route maps??

We had some great maps for TAR14(courtesy of Neobie)
Well,I was wondering which tool you guys use to make those maps
I tried several but it didn't turn out good
I'm doing a fantasy race right now, and I think the racers would love a good map!
