One of the two is definitely a man (the one further back as we see them). From the other member we can only see the top of the head, but it looks about the same height so I would risk and say also a man, so a M/M team.
It's probably not them. They aren't the only M/F team in the race, and they aren't the only team that is going to be photographed.

Speculating based on the photos and info from Italy. The M/M pictured and speculated to have come in last is not in any of the Miami pics. Another M/M team is being congratulated by Phil for coming in 1st for the past 2 legs. We thought that the guys in red shirts from the Miami pics were a team. So it's possible that those red shirted guys have come in first for the Turin leg and the one before or else it's possible that there's another M/M team.

The eyewitness could be wrong, and the crew has been known to leave and come back especially if there is a gap of several hours between groups of teams. I wouldn't assume any team is last. The camouflage jackets/backpacks doesn't necessarily mean military or former military as that sort of thing can be bought at outdoor/hunting type shops by people who aren't military at all. But I agree that team wasn't clearly photographed if at all at the airport in L.A. or Miami.After this team checked in,many people in crew shouted:"Thanks everybody!" and start to pack up machine,cheer together ,that's why I think they end filming,but probably not...

Could the Osaka sighting be decoys to throw spectators off the scent of the F3 teams heading for Honolulu most likely from Narita if flight arrival correlations with spottings in Honolulu are accurate?

How do you get teams to Honolulu in time? There is a way, but I doubt that World Race Productions used it. The famous Shinkansen bullet train from Osaka connecting in either Shinagawa or Tokyo and on to Narita could get teams there in time. The 3 flights that arrive Honolulu in time depart Narita in the evening. The total train time Osaka to Narita at minimum is 3.5 to 4 hours, so there would be ample time to get there IF F3 teams were released from a pit stop in Osaka no later than early afternoon December 19. Waiting at Kansai Airport Osaka for flights from there does not fit the available information.

The Italy leg is speculated to be Leg 5, so I don't believe they made it very far unfortunately :( Most likely 7th or 8th place (I'd say 8th place)

I think TAR12 used the High Speed Rail while in Taiwan, but definitely not in Japan. I'm not sure if it is the same thing (I know very little about the railway systems of Japan :cmaslol ) and I don't know which one is faster, but I also want to see the Bullet Train in TAR20! :cmas16

i have some new info on the missing M/M team. They are co-workers from California and are involved with law enforcement, perhaps border control or something of that nature. It is some guy and his boss. That's all the info i can dig up for now.
