I get what you're saying Rob. Luckily, I have two buffers that can keep me from missing my favourite shows.

* Canadian stations: Stations including CTV, Global, and Citytv all air a large amount of American programming, so if there is a US pre-emption, those stations could save me there.
* Timeshifting: Now this is something I wish the US would do, if not for those regulations that only allow local stations to air in a market (Rob's situation should be temporary until the satellite provider provides local Nebraska stations, if I'm right...). On Shaw, I get the Spokane, Washington Fox, ABC, NBC, and CBS stations. A very good market with minimal pre-emptions, if I miss the shows the first time they air, I can catch them later if I choose. On other Canadian cable and satellite providers, they provide Canadian stations from coast-to-coast, so you can get your local programming, but shift your network shows if you feel like it.
Luckily, my CT/ET stations all come from big markets (Minneapolis, Rochester, New York, Boston), with the exception of the ABC affiliate (WDAZ), which comes from the small market of Grand Forks, North Dakota. And they air Fighting Sioux sports on the weekend!

The big difference with the big cities is CABLE! Local sports have pretty much shifted to cable in all those markets, making local stations essentially entertainment only! But in Nebraska, from what I have heard (and seen from some websites), it's a small market (WDAZ-style, I'll assume), and there won't be many cable stations to offer those sports that populate local broadcast television right now.

Another issue might be ownership (assuming that large of O&O stations will respect the network's schedule), but that's an issue that too large and complex to explain here. Simple equation: smaller owner = more unpredictable scheduling
