Question anyone:  The the way the 2nd question here at RFF is worded is a bit confusing

Shouldn't it read:

"Who doubts, while setting out a challenge, that thier tribe is able to win?"

does it mean:

They doubt their team will lose..or they doubt their team can win?

or am I being too Ms. Brooksish about it.

I interpret that question to say:
"Who doubts....that thier tribe is unable cannot to win?" 
 Or, "Who doubts....that thier tribe is unable to win will win?"
