The Mega leg in Vietnam seems to have a fake Pit Stop as the halfway point, so I'm hoping my message to Pat asking them to stop telling teams when Mega legs occur and to bring back the fake Pit Stop for it worked!
Also, is 13 episodes confirmed? I thought it was a typo.
Edit: Currently 11 episodes are up on the schedule for the season (http://www.thefutoncritic.com/showatch/amazing-race/listings/).

If only 11 episodes is accurate (assuming a 12th episode isn't listed for some reason) then the additional clue at the pit stop mat could be
A: a surprise additional task to perform like in London in 31 (I don't recall seeing a roadblock in any of the press pics)
B: A ballot for the voting U-Turn (perhaps to submit at the end of leg 4 to have effect on leg 5 since the express pass expires before that). Admittedly this one is a stretch.
C: Expedia Product Placement
But could just be a listing error too
