Leg 4 is in Vietnam. That is a fact. There were no sightings, but a 2nd leg did happen in Vietnam 100%.

There's definitely twelve legs. In Jaipur 1, 8 teams were sighted, only missing Greg & John (who we know made the final leg), Andrea & Malaina and Jocelyn & Victor. There were 10 stations sighted in Jaipur 1 for the Detour, so one of these teams was eliminated.
Andrea & Malaina checked in at the same time as Greg & John and then walked away from the mat together with Greg & John, suggesting neither team was eliminated (to say nothing of the social media spec). Jocelyn & Victor appeared to be celebrating as they ran to the mat and I have to assume a team cheering at the sight of Phil isn't getting eliminated. There's a small chance J/V were eliminated and just well-adjusted but I think the far easier explanation is they too were not eliminated here and there's an extra leg before India.
As far as whether Leg 4 in Vietnam or elsewhere, if they're going to a different country Phil still has to be able to get ahead of teams to film standups in this new country, film the leg (probably on 6/20) AND get ahead of the teams en route to India (also probably by leaving on 6/20 vs teams departing on 6/21). One consistent pattern this season is at least one calendar day separating legs in different countries, which would make the timing too narrow for a leg in another country.

Plus the person who saw them at the mat in Vietnam said that none of the teams they saw were eliminated.

Then maybe it was an NEL instead, and Victor & Jocelyn just got the boot on the next leg.
