My suspicion has been that two legs were planned for Portugal, but they combined what ARIs and the roadblocks from the two planned legs into one. It was surprising that there were two legs this seasons with two roadblocks and no detours.

I think the door painting ARI have 5 options for teams to choose somehow indicated that it was planned for 5 teams to complete.
