You can always message me to see if the location could be allowed! Some towns just over 50k might be OK to use as a rural area. (Place classifications in the USA can be confusing sometimes.)

And I could get in tons of arguments about what is considered rural as it can mean different things to different people lol but thank you for listing a clear criteria!

For technicalities, should we use the 2010 census population or a more recent estimate?

You can only design in these states:

Connecticut
Maine
Massachusetts
New Hampshire
Rhode Island
Vermont
New Jersey
New York
Pennsylvania

For simplicity's sake, just refer to the 2010 Census population, as those numbers are more widely available.

(If you ever run into a situation where a town had a population over 50k in 2010 but has since dropped below that in future years' estimates, then it would be fine.)
