Phil Keoghan: Welcome in, designers! We're standing in Vienna, Austria's largest city. You might want to know why we brought you to Vienna. Does the next round have to do with music? History? Food? Good guesses, but it's none of the above.
Several organizations create annual lists of what they believe to be the most livable cities in the world. These indices are usually based on several factors such as healthcare, stability, environment, education, culture, and infrastructure. The 2019 list of farandwide.com placed Vienna at the top of their list as the most liveable city in the world, and that's why we've chosen this city to host this round of Design Challenge Eight.
ROUND 4:
UTOPIA
Phil Keoghan: For this round, you'll be designing a leg in one of the world's most liveable cities, with USA cities excepted. We're all excited to see what your designs in urban environments are like!
However, that's not all. The winner of Round 3, Bookworm, received an advantage which was messaged to him after the Round 3 Results Show. He was able to remove 18 of the top 58 cities from being able to be designed in this round. The cities he chose to remove are:

Now that you know the round theme, here are the rules for this round:
* You can depart from anywhere in the world.
* You must design a leg in one world's most liveable cities. The 40 eligible cities are named in the spoiler tag just above.
* If your chosen city is a "Day" city, you must design a day leg. If it's a "Night" city, you must design a night leg.
* You must include a Roadblock and a Detour.
* At least one task must relate to one of the assessment criteria for the cities: stability, healthcare, culture, environment, education or infrastructure. Make sure to note which task pertains to this requirement somewhere in your design!
* You must NOT design in a country that you have designed in on the previous rounds.
You will all have SEVEN days from the time this is posted to submit your design. You have to submit your design by sending a PM to the three judges, Kamineko, Pi/, and gamerfan09. You are only allowed to submit once, so pay attention to the details first before submitting it.
We're down to our top ten, and there are only 8 tickets to the next round. Therefore, the two designers receiving the lowest average scores will be eliminated from the game.

Yes, except for the Pit Start and any transportation (flying into Osaka and then taking a bus to Kobe, for example).
