Wait, this actually a common strategy in post Survivor Redemption Island with 3 players at FTC, Noura & Karishma designated as the goat with zero vote at FTC

Yes, and it's terrible. People like Noura are objectively terrible and have no shot, it's not entertaining to watch them at all. Sooner they go home the better.
