Actually he has been consistent in saying it is not yet greenlighted. So if he is now saying coming soon that is a big switch.
Combined with the AUS article saying confirmed...I am feeling hopeful.

Except that CBS has aired TAR beginning in November a couple of times.
CBS green lit TAR 32 when it was filmed. It may not have yet known when it would air.
That tweet is the second time Phil has referenced TAR 32 as a normal season, so I can’t imagine anything else to be the case.
What isn’t clear yet is the airing schedule for Survivor. Given Probst asked about that show having some 2 hour episodes, it still could be possible that’s in play.

The buzz is 32 is going to be really good. So hopefully we'll see it sooner than later!

Devil's advocate here: "Late 2019" could also mean late in the 2019 television season, which goes September 2019 to May 2020. Would love for it to actually air this year though. If not, then I loved season 30's Wednesday slot.
