Unfortunately this is not new. Production has provided cabs for some legs for a while now. They do what they can to eliminate some variables out of their control. Phil has also said that his biggest fear during filming is when teams are in taxis due to a lack of control.

it was a saturday afternoon in a city full of taxis...they ran the race in the center of the city.! all the locations where at most 3 miles away from each other......there was NO NEED to provide those taxi drivers

I wonder if the provided taxis are due to security and production permissions. Get permission to air and non-disclosure in advance and not have to bother with it on the fly. Also, can do background checks to vet the drivers. Less worry about a rogue driver running off with a team and crew and holding them hostage. You know, rich American company, right?
