It looks like they are standing in line for something. The backpack in the front matches with Team 5's color. Leggings too!
Then, we have team 3 and behind them is team 10 or 8! Lighting of the male racer's tells me it's a blue backpack but it could easily be another color.

The pic doesn't have any teams in it, but one of his comments has a description of the task:
puzzle pieces on our heads, then we all had to stand in a grid, the contestants would run up into the balcony and look down, figure out what they needed to rearrange and then come back down and shuffle us about... This took a few turns
