According to jpsucks, it was earlier. Before the teams were spotted at Liwasang Bonifacio. Maybe the start of the Leg?

yup it was before they went to Post Office (Liwasang Bonifacio)
but it seems that they are going back here (Phil and his mat is here) and idk why they are doing that

There's also the cluebox at Manila Ocean Park which is very close by to this general area. So they might be there right now?
