According to the post, they were filming the amazing race. Its the First Presidents Park in Almaty, which is where they were interviewing the Indian team. In the video on the post, you can also see those big white light panels in the background. The dresses also look like the ones which were shown in a picture (which I can't seem to find).

Check out this instagram post. It's a slideshow and the last video shows Phil doing a standup/presentation. You can't hear very well what he says. It's obvious that this girl was part of a group of dancers that they were there during the filming. Maybe they were the pitstop greeters.
