TAR 27 Open Start - Who's Going?

I find this a little odd too... At the TAR 25 NYC start, things were much more active.

The camera is hard to control, especially if you don't know what the locations are that it allows you to choose from. Plus, once you choose the view you want to see there is a delay. By the time the camera moves to the spot you selected, your time is up and it goes back to a wide view of the areas. Graffiti Pit is the obvious location, but LA PD Division view seems to have more activity.
Is it possible the action is happening out of the view of this webcam?

This cam is more concentrated on what looks like the production.
