I don't know if they necessarily hold them up, but Phil and crew are probably already on a flight to the next destination while teams are still waiting out their Pit Stop.
However, as Phil has said, there have been instances where he just beat the first team to the Mat by minutes.

Welcome R as in Reality!
When they are racing somewhere with limited travel options like Victoria Falls, they will send Phil and other staff members off to the next destination as soon as possible and hold the teams for the next flight after that. That would probably be the next day from Victoria Falls. So, the teams get a longer pit stop (or get released and have to sit in the airport for 18-20 hours). Basically, TAR production can and do hold the teams for as long as they need to so that Phil stays ahead of the teams. It's been a long time since TAR stuck to an 8 or 12 hour pit stop. At least, that's how I understand it.

Thanks! Holding them in Vic Falls would explain the time discrepancy, since they wouldn't leave until the next day July 2!

There are also safety considerations depending on the area involved. From what I've read at the US State Department website on Zimbabwe, holding teams until they needed to be released to get to the airport/travel agency to leave the country makes a great deal of sense.
