I think you missread the information. A Mini race will be hold to select some decent fan teams before the official race. It's a pre-race not a leg of the race.

They should do the race with these 11 teams and no need to add any celebrities lol

Yes, they will do a mini-race before the producer announce the official team of TARVN 4, like Quốc Nghĩa said.

Anyway, TARVN still requires too much strength so physically weak teams have no chance to race unless they are celebrities, of course.
