Leafs, nos 17-18 are Toronto skyline.

Oops, my mistake.  :-[  #21 is Quebec: A-73 south, near the river. (streetview)

I think the bridge in both photos from left to right, that is Pierre Laporte bridge between Quebec City and Levis.

Slowhatch:
It's not at all conclusive, but the fencing and leaning light/power pole do sort of match those at the Whitehorse biathlon range (photo source).
