Both types give former racers a 2nd chance to compete in TAR. Those are just titles. All-stars would mean the best of the best, something like fan favorites. Unfinished Business would include teams who were eliminated in such a way that they deserve a 2nd chance.

Whatever production wants it to be...just names. I think of AllStars as the best of the best. Unfinished Business to me means someone with something to prove still... as in no winners.
