Maybe the 8th leg isn't to be Italy, it could be in Western European country such as Belgium, Luxembourg or the Netherlands.
TAR2 and TAR13 have the fewest countries in standard format (total of 8 countries, including USA) - not include Family Edition
TAR2: USA-Brazil-South Africa-Namibia-Thailand-China (Hong Kong)-Australia-New Zealand-USA
TAR13: USA-Brazil-Bolivia-New Zealand-Cambodia-India-Kazakhstan-Russia-USA
Both raced in 5 continents.

There was a possible sighting in Rome for potential Leg 8. There were no teams seen, but just crew and a clue box.
