Jessica's watch is a Timex Ironman. Most of those have both 12 and 24 hour setting options, though the default setting is 12 hour.
The Ironmans also have a stopwatch function, and the 19:35 could actually be the stopwatch in action and not reflecting local clock time. Does the line above the numbers say 'chrono' or look like it has a day of the week and date on it?
