Hay stacking means just what you normally think it means. There are vast pasturelands in Azerbaijan. "Lucerne is the « Shah» of fodders and is grown in all irrigated areas, as well as in mountain and foothill regions with high rainfall. Lucerne is partly fed fresh and partly as hay for feeding in winter. If agro-technical measures are followed in a timely way, lucerne gives 4-5 cuts in a year ( with irrigation that yields 80-120 tonnes per hectare green forage or 10-15 tonnes per hectare dried hay). In dry land agriculture it yields 6-10 tonnes per hectare dried hay from 2-3 cuts."

"In moist spring (which of course does not apply), productivity of pastures is 1.0 - 1.2 tonnes per hectare as dried hay."

Hay is not very useful unless you stack it in some way and move it to where it is needed.
