i thought so too; however, this was the first starting task that was entirely based on luck
number plates: an eye for detail could get you ahead
paper planes: an ear for detail or a little bit of obscure general knowledge
parasols: solving a little riddley thing
pulling down balloons was entirely chance so maybe a punitive task for being unlucky would have been a little over the top, especially since finishing this task early and getting on the first flight* meant that you were pretty much safe for the leg and only racing for the express pass while finishing it after the first 6 teams meant the second flight and racing to avoid elimination.
the importance of finishing this starting task quickly yet being mostly unable to get yourself ahead by skill is in stark contrast to the retrospective redundancy of the skill required to finish last season's quickly since the first leg was non elimination and all teams caught the same flight to indonesia

I don't like it when TAR brings back early exit teams, so I wouldn't want to see them back again. However, that's just my personal taste - I don't normally like teams who didn't make the F6 to be brought back. :duno:
