Here's why:
1. They did not intend for it to be wasted. They badly wanted to win episode 7 and using it was the only way that could happen.
2. they were quite aware that the Express Pass only had value through leg 8 and after that was worthless.
3. So they took a calculated risk that use of the Express Pass in leg 7 would lead to a victory. They did not fail by much.

If they had used it before going part ways out on the water and coming back they probably would have been first. They only needed about 30 seconds at the most.

What I don't understand is why not save it until episode 8 unless you absolutely HAVE to use it??? Is coming in first in EP7 really worth the risk of being caught in last place in EP8 and not having the EP in your back pocket? From the looks of things in the EP8 previews, they may get away with it -- but I personally wouldn't have risked it...
