Most decoys are allowed to try out the final tasks, yes.

One other possible source for tasks in honolulu - in three words: "Hawaii Five - Oh." (Not to mention they have their own film crew living there and the show is also filmed in HD along with access to permitting etc.
And since its a CBS show. It's not out of the line of plausibility.
