It's from the same premiere promo (approx. 0:44). On closer inspection, though, the light seems to come from one of the windows rather than a building edge. A reflection, probably? In any event, Chateau's mark (people running past Phil) is the most reliable gauge. Practice speeches and set-up shots can distort the meaning of sun-shots and wristwatches.

This is the latest promo I posted? The 2+ Minute one? Because in that one, Phil doesn't say go until 2:11....

Because of the architectural style of Chinese Buddhist culture, I really don't think the bright light behind and to the right of Phil (from our perspective) is a direct image of the sun; I'm not 100% sure it can be said to be a reflection of direct sunlight. It could be a bright light source set up for filming, or used at the temple complex for illumination, though.

This almost seems like the latest local start time ever for the beginning of the Race; I'm assuming that is a late afternoon sun, but if it is not, someone please correct me. (Also means the teams would have "fun" driving westbound into the sunset to get to LAX, since the sky appears to be clear that day.)

After rewatching that video and seeing those three caps I am quite sure that flash is a transition effect used in that promo.

In peach's third cap there you can see how the flash is still there in the overhead shot.
