The girls were born after the one-child policy act so I doubt if they are sisters. I think cousins refer to each other as sibling in the absent of actual ones. I know people that grow up during the former USSR call the're cousins brothers or sisters as well.

Now there is so many one-child family in mainland China because of the birth control ,child in this family often regard their cousins as their real brother or sister.
I believe that will be hard to see a Chinese sibling team in CR (except twins).
