I thought it was the Malviya/kashi Bridge on Rt2 in Varanasi......but it is obvously not, as you have a photo of it below.

You mean the highway 36 bridge? The highway 98 bridge does not look like that at all and neither does the railroad bridge. I can't find any pics of the 36 bridge to the north but that has to be it.

It doesn't look like there are any places for ghats around there though....

Ravidas Mandir is near the railroad bridge which does not look like the suspension bridge I was mentioning at all.
