I am pretty sure it came up in season 16 with the last speedbump.
While racers got to the roadblock aspect of the race before Gary & Mallory got to the speedbump, doesn't change that the speedbump is an activity that occurs before the Roadblock, its just that only one team has to do it.
I'am leaning on both answers. Because for the course Speed bump is first, and we know this based off the foottage that Gary & mallory can't to the Roadblock first, because its actually 2nd. But in terms of chronology of the footage its shown 2nd.

I did a bit of research even if we see teams doing the next task I have always scored by how the course was laid out, do it's the speed bump.
And I am out of town all this week, so everything is getting posted from my phone. So things will be brief and between my spelling and grammar and apple's auto correct God only knows how these posts or the game will look so please, please ask for clarification or state where you think I screwed up!
