Yes, but in one of the shots with teams opening the Roadblock envelope, we can clearly see the Speed Bump in the background. It didn't just magically appear there for G/M.
Edit: Since G/M had to perform the Speed Bump prior to the Roadblock, that means the Speed Bump appeared first.

Why don't we consider the first envelope they took at pit start as the first Route Info and go with that as being first?
