Your last statement may be true, calibound. They may have been postponing "superteams" like Meghan and Cheyne b\c they wanted ambiguity.
Wikipedia's link to the application form on the TAR 18 article is really the TAR 17 application form as is CBS's. Go figure.

just so theres no confusion,

when i say finalists i mean teams that almost made it onto the show but ended up not being picked..

for example, 11 teams were picked, but there were other teams that could have possibly made it onto the show..

i wasn't referring to finalists as in those making it to the top 3 (finale show of the season)

that would be the same as how they would cast an allstar season, they wouldnt need an application because they are casting Former amazing racers..

but if they cast former amazing race hopefuls who came close to making it on the show, they wouldnt need the application and it wouldnt be considered an allstar season. it would be like any other season
