This sounds like it must be for the NEL legs (or maybe just for the first TBC), otherwise, what sense does it make to send the last team back to do a detour when they are already last?

Lots of posibilities........it could mean to do the U Turn, at the first detour they come too......

Or it could be that they have to do the first Uturn they come to. Or like Joab was saying, they choose when to do it (although I like this idea I think it is less probable than one of the other two options.)

I am sure they will not do that.
