The only time they mentioned it (to my recollection) the phrasing was "You don't wanna be last and not use the Express Pass, so it's always in the back of your mind." (Or something to that effect.) Given that it was also in a confessional, I vote Mentioned in Passing.

I agree on the other question. Thomas only mentions having the Express Pass and how to use it in passing and not in relation to any particular task.
