Wadsy:
Unless there is evidence I can't believe in such a claim. James & Abba lost their passports in Russia in TAR 21 and were saved by a non-elimination and then were booted in the following leg.
If the producers did that with Uchenna & Joyce, let alone the other teams in this situation then that is highly unfair in my personal opinion.

It was because the next leg was also in Russia and they had a slight chance of recovery

Season 11... I would definitely point to Uchenna & Joyce missing their connection flight. The producers probably feared to have another Joe & Bill and David & Jeff fiasco.

Source? I'd like to know if this is true because non-elimination legs are pre-determined, after all.

No you're wrong like Tar 30 leg 9 was supposed to be a NEL but since Brittany lost her passport and so it made leg 10 a non and on TAR 11  Unchena and Joyce has to wait a long time for another flight to malaysia so ultimately they were ELIMINATED,and yes NEL are pre determined however it might change because of flight passport ect

Nope. We have no confirmation about the change in NEL placement, and NEL have to be pre-determined because of the law in US

Wadsy:
I agree with the previous poster that they are pre-determined, in all instances. If they changed the rules, any team who fell behind and got eliminated could sue the producers if they felt something wasn't right.

IDK if anybody would be that mean and sue the producers because they got eliminated
