Teams may choose to work with any team present at the Intersection or wait for another one to come. Usually teams go with the first team they see, but if there are three, they'll leave one in the dust.

I think it was on All-Stars with the Sausage Fest

The Intersection was only used in seasons 10 and 11 (thank you). And each time it was paired near the start of the leg (minus a route marker first) and each also featured a two person Fast Forward. Teams then split (minus the Fast Forward teams) to do the Roadblocks.
It actually was handled well in season 10. But season 11, it was used when teams were split by a large time difference. Terrible placement of a task that forces a team to wait for another team if another team isn't there yet. D&K waiting (hours I believe) in all stars for the next team to arrive. And Eric used the intersection (according to dialogue during the race and after) to try and get the Guidos eliminated since they also had a 30 minute penalty to set out when they reached the Pit Stop. It was just used horribly that season.

And another fact, in both cases one of tasks set with the Intersection was a food task. Season 10 it was the Fast Forward option (which thanks to Kimberly having trouble eating the food) allowed D&K to manage to beat the Fast Forward teams in completing the leg.
Season 11, it was both detour options that featured food (though we only saw the Sausage task as they never found the other), after all who could forget Eric's best line ever, "Ladies and Gentlemen, Miss California", as one of the BQ puked out their guts.

OK Phil has the cameras zoom in on Cord & Jet's packages, but apparently Sam & Dan's weapons of Mass destruction and get blurred!!!

If you were racing for 1M dollars, would you get yourself drunk (or at least somewhat intoxicated) for any non-race related task? I just can't see them drinking anything but water or soda even if they don't get drunk off that much beer. Also, note that the mugs are in the shape of boots so it's probably some sort of touristy thing that the bar is famous for. Even assuming they wanted a beer waiting at an hours of operation, it makes no sense to order a beer that big.
Them being alone would make it seem more likely that it's FF. I gotta believe the teams get some airport bunching so them being alone makes it seem like they went for the FF. And it looks like they're trying to chug it down, which also makes it look like they're trying to rush through it.
