If after Brent climbs Coit Tower but can't get the clue, and when he comes back down production or someone else tells him that he had already done six roadblocks so his climb does not count and Caite now has to climb the tower, does this constitute a "penalty" or just a dumb stupid move by the models?

What I want to know is why is Brent doing this. He is afraid of Heights and Caite loves heights. I mean seriously?
